A: Unfortunately we are unable to provide an extension at this point in time. Program rules mandate a minimum of 28 days be allowed and this bid process was open longer. As bids are reviewed and evaluated it may become necessary to reopen the bidding process if a sought service was not addressed.
Q: When quoting multiple bandwidth and term options, are we to submit a separate, signed contract for each possible option?
A: No. One is fine, as a sample, or you can submit the contract that you would expect to be signed for existing services.
Q: Some locations will require surveys to determine build out cost. acceptable to send a surveyor to the locations?
A: Survey's can be arranged. Please coordinate any on-site visit prior to arriving. If you respond with a schedule, we can coordinate with local IT staff or maintenance personnel. Please note, the IT staff or maintenance personnel are not authorized answer questions, all questions have to be submitted thru the web site so that all vendors are provided the same information. If local IT staff or maintenance personnel answer questions made in person, the service provider may be disqualified from receiving an award. All vendors must be treated equally.
Q: We would be proposing an SD WAN to replace the MPLS. I didn't see anything in the RFP stating it would accept alternate designs to replace the MPLS.
A: SD WAN were not specifically addressed. Digital Transmission Service, via ATM, Ethernet, Fiber, Frame Relay, MPLS, DS-x, T-x, OC-x or any other transport designed to deliver Internet Access was requested. This category is deigned to cover broadband connectivity and basic conduit access to the Internet. The Digital Transmission Service category does not include charges for content, equipment purchases, or other services beyond basic conduit access to the Internet. USAC defines a wide area network (WAN) as a voice, data, or video network that provides connections from one or more computers or networks within an eligible school or library to one or more computers or networks that are external to such eligible school or library. Under certain conditions, leased WAN services can be eligible for discounts. Ineligible functionality is not eligible. Please include documentation as to how your SD WAN solution meets E-rate Eligibility rules under Category One services. Service providers are encouraged to provide documentation authored USAC. Note: SD WANs are sometimes perceived as routers and traditional routers, can be purchased through E-Rate under Category Two funding. The applicant must be 100% certain that an SD WAN will funded under Category One before selecting an SD WAN solution.

A: Page 16 refers to Digital Transmission Service. Great Circle is also requesting Internet access and the Internet may be delivered over an MPLS network or via some other method. The request is designed to provide options to all sites for both WAN and Internet services.
Q: The current account with us has 363 lines, with a mix of basic phone, smartphone, and jet packs. In addition, some lines are on 1000 minute pool and others on 0 minute pool. Do you want me to create the rfp response based on what is listed on the current account or do you want a quote for 350 smartphones on the 1000 minute plan?
A: Please base your response on the current account. Please make sure that there is an entry for at least 1 smartphone on the 1000 minute plan. Options may also be included.
Q: 1) is the Euclid House 312 Euclid Avenue?
2) Is Webster Grove Recovery and Webster Grove Edgewood both at 330 N Gore? If so, is there a map you could show the location of the buildings?
3) does Great Circle want Internet quoted in the MPLS network in a single central location? If so, where? In the Service Provider network? Or specific Great Circle location?
4) On page 18 of the bid, should Independence Recovery be with the two St.Louis sites, or should the Independence Recovery actually be Webster Groves Recovery?
5) On page 16, Independence Admin and Independence Recovery are both listed. Are they the same address of 18610 E 37th Terrace? Or are these two different addresses?
A: #1 - Yes - 312 Euclid Avenue
#2 - The plan is to use an existing building at the Webster Groves location (both at 330 N Gore) for the new Recovery School Program. That would be the Hitchcock building.
#3 - In our ISP's location to service all MPLS locations
#4 - We are looking to provide 2 new Recovery Schools - One in Webster Groves and the Other in Independence.
#5 - No. The 18610 E 37th Terrace location is offices. The recovery school would have a different location but that location is unknown at this time.
